Absolutely, please visit Administrative tools > Teams > Edit (team) and under Evaluation options, use the option “Enable evaluations for the team manager to create evaluations at will” to control the team manager’s ability to create evaluations.
Once given access, team managers can login and visit My tools > Team performance and click ‘Evaluate team’ to create new performance evaluations for their team.
