Assuming you want a downward evaluator be able to access all evaluated completed for all direct reports. Edit the job title of the downward evaluator and enable visibility to direct reports evaluations for downward evaluators. This toggle will enable a new tab on the evaluators console as My direct reports evaluations which will display present and past evaluations for all his / her direct reports.
