How to enable the “Goals” section under My tools?

Please visit Administrative tools > Settings > Job titles > Edit (job title), and enable the various goal-setting options, which include 1) visibility to assigned goals, 2) ability to set self-goals, and 3) ability to set up goal evaluators & evaluation schedule.
