In case of two evaluators, do both have to complete the review or can one person complete the review?

You can either send independent evaluations to both evaluators separately or select only one of them as the evaluator. When that person completes the evaluation, he/she can use the “Send for review” option on the evaluation summary screen to share it with the other person to review and finish the evaluation.
