Is it possible to cancel or skip a scheduled periodic performance review from going out on its next trigger date?

Absolutely; please visit the Evaluation Templates section, edit the periodic evaluation template, and update the send date from it’s existing trigger date to a future date when you want the reviews to go out. This way, the reviews will no longer be sent on the previously scheduled date and will instead be rescheduled for the new date you have chosen.
