This is subjective based the the result area selection you use on the evaluation templates. With the options “Evaluate associated result areas” and “Choose from associated result areas”, these evaluators will be excluded, but if you select “Choose from all available result areas”, then all the evaluators added in the fields of upward, downward and peers will be included, depending on the evaluator level selection.
